KPPX Channel 51 is an ION TV O&O station launched on Dec 21, 1988 and serves the Phoenix area in Arizona; the station is originally licensed to Tolleson. The transmitter of the channel is located on the northeast side of Phoenix while its transmitter is installed at South Mountain.

Benefitting from an open window for the LP station applications, Community Service Television Company of California applied to Federal Communications for a translator for Phoenix that would operate from South Mountain on Ch 51. Two years after that, Saul Dresner would again contact FCC for the allotment of UHF Ch 51 to Tolleson while converting the translator into a full power service. The allotment consummated on May 29, 1984. Following the approval, Great Arizona Broadcasting Co. partly owned by Dresner applied to Federal Communications Commission for the construction permit on the new allocation. However, the application was not granted and Aztech Broadcasting Corp finally got the permit by beating out over 20 competitors. Consequently a Review Board was formed to grant applicants a review on May 6, 1988. More appeals were approved by Review Board for hearing on Sep 5, 1990. However, Federal Communications Commission which had already granted the construction permit on Dec 21, 1988 upheld the decision of Review Board by issuing a Memorandum Opinion and Order. Reacting to the development the parties moved to US Court of Appeals for the District Colombia Circuit on Oct 7, 1991; the Court upheld the decision of Board.
Due to inactivity on the construction permit, FCC revoked the permit for full power and replaced it with the low power translator station in March 1993; Validation date of permit was Sep 1994. K51EI were the calls for the LP translator. The construction couldn’t complete on time which prompted Community Service Television Company to request for a six-month extension that was granted in Dec 1994. Salvatierra, the owner of Community Service Television Company acquired the license to establish facilities on South Mountain in Jan 1995; the requested calls: KAJW were also assigned in the next month (Feb). However due to inactivity the permit expired in June 1995 and was cancelled by FCC and calls were deleted in Feb 1996.
Salvatierra on July 31, 1996 sold 49% of its stake in the company to Paxson Communications (later Ion Media Networks) and also released the construction permit and license to Paxson while also giving Paxson the right to acquire remainder of the interest after one year. In March 1998 the calls were changed to KPPX. The channel signed on air on Feb 15, 1999. Paxson later in Nov 2000 exercised its right to buy the remaining interest in the station.
